Dale was born in Marshall, MI to Pondale and Marjorie (Hower) Petroff.He graduated from the United States Military Academy at West Point in 1975. He served both active duty and reserve duty in the military.

The Ellis County United Special Olympics powerlifting team travelled to Bee Cave, Texas for the Texas Winter Games this past Feb. 14-15.  Nine athletes competed for gold among a field of 147 from across the state.
