WILMER - Wilmer City Attorney Michael B. Halla officially resigned on Aug, 6 stepping down exactly one hour before a highly anticipated, packed city council meeting.
His resignation occurred during a period of current political turmoil and leadership turnover in Wilmer.
In addition to the several high-profile arrests, Wilmer City Councilman Moses Garcia and acting Police Chief Jesus Mancillas, the Combined Law Enforcement Associations of Texas has also recently launched an investigation into the leadership and management of the Wilmer Police Department.
Wilmer Interim City Administrator Frank Posada said in a statement regarding Halla’s resignation, “I can confirm that the City of Wilmer has received the resignation of City Attorney Michael Halla, effective Thursday, Aug, 6, 2026.
'Mr. Halla faithfully served the City of Wilmer for approximately 20 years.
'Throughout his tenure, he provided valuable legal counsel to the City Council, City administration, and staff, helping guide the City through many important decisions and milestones.
'During his years of service, Mr. Halla was known for his dedication to the city and his willingness to assist whenever needed.
'He generously devoted countless hours to answering questions and providing guidance to city staff and council members, often beyond what was required, and without charging the city for many of those conversations.
'His commitment to public service and his accessibility earned him the respect and friendship of many throughout the organization.” Halla has served as a contract attorney for multiple small municipalities in North Texas over the years. His legal standing and career have in the past faced scrutiny prior to this resignation, following a tragic 2021 auto- pedestrian accident in which a father and son were killed. A Waxahachie jury later convicted him of criminally negligent homicide due to reckless driving, which resulted in a probated sentence.
