PUBLIC NOTICE: NOTICE OF PUBLIC SCOPING MEETING

Loop 9, Segment A: US 67 to IH 35E

Dallas and Ellis Counties, Texas

CSJs: 2964-10-006 and 0261-01-041

The Texas Department of Transportation (TxDOT) is preparing an Environmental Impact Statement (EIS) for the proposed Loop 9, Segment A project to construct a six-lane new location frontage road system between United States Highway 67 (US 67) and Interstate Highway 35E (IH 35E) through Dallas and Ellis counties, Texas. The proposed project passes through the cities of Cedar Hill, Glenn Heights, Midlothian, Ovilla, and Red Oak.

TxDOT will conduct two public scoping meetings to discuss and receive public comments on the proposed project. The meetings will be held at Red Oak Municipal Center, 200 Lakeview Parkway, Red Oak, TX 75154 on Tuesday, July 9, 2019 from 6 p.m. to 8 p.m. and at Cedar Hill Recreational Center, 310 East Parkerville Road, Cedar Hill, TX 75104 on Thursday, July 11, 2019 from 6 p.m. to 8 p.m. Both meetings will present the same information and will be held in an open house format with no formal presentation.

The purpose of the public scoping meetings is to present the project studies completed to date and identify relevant issues related to the proposed Loop 9 project as part of the National Environmental Policy Act (NEPA) process. This public scoping meeting will provide an opportunity for the public to review and comment on the draft Project Coordination Plan, the project purpose and need, and the range of alternatives developed to date to be considered and evaluated in the EIS.

The proposed Loop 9, Segment A project is an approximately 9.4-mile proposed new location six-lane roadway within an approximate 600-foot right-of-way. The proposed project right-of-way would include a median that would accommodate the future construction of an ultimate access-controlled mainlane facility. A No-Build Alternative and refined Build Alternatives (Alternative 1, Alternative 2, and Alternative 3–based on prior public involvement) are being examined.

Maps showing the project’s location, design and refined alternatives will be available for viewing at the public scoping meetings. Project personnel will also be available to assist in orientation and explanation of the drawings and other materials on hand. This will also offer the opportunity to ask questions in a one-on-one setting. Additional project information can be obtained by visiting the project websites at www.keepitmovingdallas.com or www.txdot.gov.

All interested persons are invited to attend this Public Scoping Meeting and express their views on this proposed project. Written comments from the public regarding this project are requested and will be accepted for a period of 30 calendar days following the July 11, 2019 meeting. Written comments may be submitted at the public scoping meetings, or by mail to: Matthew Atkinson, P.E., TxDOT Dallas District Office, 4777 E. Highway 80, Mesquite, Texas, 75150, or by email addressed to matthew.atkinson@txdot.gov. Written comments must be postmarked by August 10, 2019 to be included in the Documentation of Public Scoping Meeting.

Persons interested in attending these meetings who have special communication or accommodation needs are encouraged to contact the TxDOT Dallas District Public Information Office at (214) 320-4480 at least two (2) working days prior to the Public Scoping Meeting. Because the Public Scoping Meeting will be conducted in English, any requests for language interpreters or other special communication needs should also be made at least two (2) days prior to the Public Scoping Meeting. Every reasonable effort will be made to accommodate these needs.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
