City of Glenn Heights Mayor and Council Member Places 2, 4, and 6
City of Glenn Heights Charter Election Ballot Proposition
To the resident, qualified voters of the County of Dallas and County of Ellis, Texas, the City of Glenn Heights, Texas, TAKE NOTICE that an election will be held on November 4, 2025, in accordance with a Resolution duly entered by the City Council of the City of Glenn Heights, Texas on August 12, 2025, which Resolution reads substantially as follows: A RESOLUTION calling an Election for the purpose of considering proposed amendments to the Home Rule Charter of the City of Glenn Heights, and making provisions for the conduct of the election and resolving other matters incident and related to such election.
The following Propositions will appear on the ballot:
PROPOSITION A
Shall Section 2.01 of the Home Rule Charter be amended by extending the terms of office of the mayor and city council members from three (3) years to four years (4), extending the period of ineligibility of term-limited members from three (3) to four (4) years, and adding transitional language such that four-year terms of office will begin for the mayor and councilmembers elected in the November, 2026, election.

This amendment is anticipated to have no fiscal impact on the City of Glenn Heights. Implementation would be carried out using existing resources and staff.
PROPOSITION B
Shall Section 2.01 of the Home Rule Charter be amended to provide for compensation for the Mayor of $1,000 monthly and for Councilmembers of $500 monthly.

If approved, this amendment may result in additional administrative costs related to compensation, estimated not to exceed $48,000 annually, subject to future budget appropriations.
PROPOSITION C
Shall Section 2.03 of the Home Rule Charter be amended to disqualify candidacy for a seat on the City Council for persons who have previously been removed by the Council for misconduct.

PROPOSITION D
Shall Section 2.11 of Article 2 of the Home Rule Charter be amended to repeal the requirement that all ordinances must be considered at two separate City Council meetings prior to adoption.

This amendment is anticipated to have no fiscal impact on the City of Glenn Heights. Implementation would be carried out using existing resources and staff.
PROPOSITION E
Shall Section 3.06 of Article 3 of the Home Rule Charter be amended to provide that elections for Mayor and Councilmembers be by plurality instead of majority voting, such that the candidate receiving more votes than any other candidate will be declared elected.

Implementation would be carried out using existing resources and staff.
PROPOSITION F
Shall Section 5.11 of the Home Rule Charter be amended to authorize the City Council to appoint a Council Liaison.

If approved, this amendment may result in additional administrative costs related to staffing, estimated not to exceed a pay range of a minimum salary of $41,003, to a maximum salery of $252,661 annually, subject to future budget appropriations.
PROPOSITION G
Shall Section 13.06 of the Home Rule Charter be amended to provide that notices of claims against the City shall be filed within 45 days of the incident giving rise to the claim.

Dallas County participates in the Countywide Polling Place program under the Texas Election Code. Registered voters of the City of Glenn Heights, Texas who reside in Dallas County will be able to cast their Election Day ballots at any of the Vote Centers in Dallas County identified below and on Dallas County's website at: https://www.dallascountyvotes.org/.

Notice is hereby given of state law for acceptable credentials for voting in person. A voter will be required to show one of the seven approved forms of photo identification or voters who do not possess and cannot reasonably obtain one of the seven forms of approved photo ID will be able to execute a Reasonable Impediment Declaration and provide a supporting form of identification.
