OVILLA – Two key players retired from the city of Ovilla in early February – City Manager Pam Woodall and Finance Director Sharon Jungman.

Both retired from full-time work on Feb. 3.

Both had been with the city of Ovilla for years; Jungman in the finance department and Woodall was ovilla’s city secretary for many years before taking on the role of city manager.

Woodall was replaced by David Henley, who was officially hired in the position on Jan. 30.

Prior to coming to Ovilla, Henley was the assistant city manager in Keene, the police chief and city manager for Grandview, and the police chief in Northlake.

Overall, he has been in municipal government for more than 25 years, including more than 25 years in law enforcement, more than 15 years as a chief of police, and more than seven years in city management.

He holds a Bachelor of Science in Administration of Criminal Justice, and is a member of the Texas City Management Association. 

“I am very excited – and feel blessed to be here in Ovilla,” Henley said.

“It is a wonderful community, and everyone has been so welcoming. My wife and I felt fortunate to attend the recent Ovilla Service League’s Spaghetti Dinner on Feb. 17.

“At the event, we met many citizens and community leaders. In addition to the welcoming community, I have clearly seen the ovilla mayor and city council sincerely have the best interest of the community at heart.”

Jungman was replaced by Edward Scott, who has a municipal background, but did not respond for comment.
