AUSTIN – This bill will mandate legal quarantine, masking, and shutting down businesses even as illegal aliens testing positive for COVID freely roam the nation.

HB 3 is considered to be a Trojan horse being falsely promoted as a “curb” on the governor’s executive powers.

It was filed by State Rep. Dustin Burrows (R-Lubbock), better remembered as the sidekick to disgraced former Texas House Speaker Dennis Bonnen.

HB 3 has been given a low number to signal that both Governor Abbott and House Speaker Dade Phelan support the bill and intend to fast track it. 

As with the 2019 session’s mental health bill, spineless Republicans will help to fast track – and – pass it.

 

WHAT’S  DANGEROUS ABOUT HB 3?

 

Sec. 418 A.002(6): “clarify and strengthen the roles of the governor, state agencies, the judicial branch of state government and local governments in the prevention of, preparation for, response to and recovery from a pandemic disaster;”

The bill gives the governor, state agencies, state judiciary, and local government LEGAL POWER and EXPANDED POWERS including imposing the  unconstitutional regulations of Fauci/Biden/CDC on Texans.

The bill includes preventing, preparation for, response, and recovery from a “pandemic disaster.” 

A “pandemic” can be declared at any time even if it is not a true pandemic.  Response will be as the government dictates and “recovery” may be for an eternity.

Not only will Abbott’s executive order now become law but the federal government will be granted power over our freedom. Governor Abbott will be able legally now to:

• Shut down your businesses

• Deem you non-essential

• Mandate masks

• Limit your celebrations and gatherings

• Mandate quarantine even if you don’t test positive

• Keep you from visiting your elderly parent in a nursing home

• Mandate a vaccine during a pandemic (as justification for prevention or recovery)

The bill goes much further to: 

• Make private businesses liable for outbreaks when they don’t follow White House and CDC guidelines. (Sec.A418A.007)

•  Impose fines and criminal charges for those who don’t follow the executive orders – which might include wearing masks, distancing, or involuntary confinement. (Sec.A418A.152).
