FERRIS – Brooks Williams became the new Ferris city manager Oct. 15.

Williams joins the city of Ferris with decades of experience as a strategic planning and execution executive.

He has served as a city council member and held government leadership roles including planning & zoning commissioner as well as chairman and parks board secretary.

Directly related to his new role, Brooks has been a member of the Rockwall County Master Planning Commission, Finance Committee and the Royse City Capital Improvements Planning Committee, and has extensive financial management experience from his tenure at many government offices and other enterprises.

“Brooks was a major part of the decisive actions that saved the city from financial collapse and stabilized the economy and city operations. He was a shining beacon during very dark times for our city,” said Carl Alsabrook, city of Royse City on Brooks capabilities.

“Our stability and growth today are a direct result of his leadership.”

Trained in quality management and leadership, Williams applied Six Sigma methodologies in his prior role as chief quality officer for one of the top performing school districts in Texas.

As CQO, he led the continuous improvement effort for the district of 2,500 employees, focusing on accelerating performance, improving processes, and executing strategy.

He established procedures, defined cross-departmental benchmark targets, and drove the district to achieve over 90-percent performance ratings for every target in just 12 months.
