NOTICE TO BIDDERS

CINNAMON SPRINGS WATER LINE REPLACEMENT

 

Sealed bids will be received in the office of the Finance Director of the City of Glenn Heights, 1938 S. Hampton Road, Glenn Heights, Texas 75154 until 11:00 a.m., Tuesday, March 10, 2026 then publicly opened at 11:30 a.m., on Tuesday, March 10, 2026 and read for furnishing all necessary materials, machinery, equipment, superintendence, and performing all work required for furnishing all materials, labor, supervision, tools, equipment, and all incidentals required for the construction of the Cinnamon Springs Water Line Replacement project.

The project consists of, but not limited to, approximately 5,464 linear feet of 8-inch AWWA C-900 DR-18 water line and replacement of approximately 134 tons of 3-inch type D HMAC overlay, as shown in the drawings, along with all necessary appurtenances.

The successful bidder must furnish Performance Bond and Payment Bond in the amount of one hundred percent (100%) of the total contract price from a Surety Company holding a permit from the State of Texas to act as Surety. Should the total contract price be less than $25,000.00, no performance bond or payment bond will be required.

All lump sum and unit prices must be stated in both script and figures on the forms provided. The City of Glenn Heights reserves the right to reject any or all bids and to waive formalities. In case of ambiguity or lack of clearness in stating prices in the bids, the City of Glenn Heights reserves the right to consider the most advantageous construction thereof, or to reject the bid. Unreasonable (or “unbalanced”) unit prices will authorize the City of Glenn Heights to reject any bid.

Bidders are expected to inspect the site of work and to inform themselves regarding all local conditions.

Bidders are required to submit a cashier’s or certified check issued by a bank satisfactory to the City of Glenn Heights, or a Bid Bond (with proper Power of Attorney) from a surety licensed to do business in the State of Texas, payable without recourse to the City of Glenn Heights, in an amount not less than five (5%) percent of the total amount of the proposal submitted to insure that the successful bidder will enter into a contract and execute all necessary bonds within ten (10) days after notice of award of the contract to him. 

This bid security must be included in the bid envelope for the bidder to be considered responsive. The successful bidder will be required to furnish Performance, Payment and Maintenance Bonds as described in the bidding documents.

It is the intention of the Owner to award a contract for the work included in this project in accordance with Chapter 252 of the Texas Local Government Code §252.043(b) the Owner may award the bidder offering The Best Value.

Plans, specifications, and bidding documents will be available on CIVCAST at www.civcastusa.com. They may also be purchased at the office of Birkhoff, Hendricks & Carter, L.L.P., located at 11910 Greenville Ave., Suite 600, Dallas, Texas 75243.

The cost for the plans and specifications are $80.00 per set (non-refundable). Bidding documents downloaded from plan rooms or third-party websites shall be at the Bidder’s sole risk.

No guarantee of receipt of addenda or clarifications will be made for third-party downloads.
