PUBLIC NOTICE: City of Wilmer sealed bids for Construction of 8” PVC Sanitary Sewer Line Improvements along Distribution Drive

Sealed bids addressed to the Honorable Mayor and City Council of the City of Wilmer, Texas, will be received at the office of the City Secretary, at City Hall, 128 N. Dallas Avenue, Wilmer, Texas, until 10:00 a.m., Local Time, October 29, 2019, and will be opened and read aloud in City Hall at that time.  

Bids will be tabulated and submitted to the City Council for approval on December 5, 2019. 

For furnishing all labor, materials, tools and equipment, and performing all work required for Construction of 8” PVC Sanitary Sewer Line Improvements along Distribution Drive, approximately 1,100 feet east of intersection of Distribution Drive and Goodge Road. 

BID: includes approximately; 1,210 Linear Foot of 8 inch PVC SDR 26 Sanitary Sewer Line, (Approximately15.0 foot Deep); 2 Each: 4.0 foot Diameter Manholes (Approximately 15.0 foot Deep); 1 Each: 4 inch Waste Water Service – Long w/ Cleanout; 1 Each: Bore Existing Concrete Paving; 1 Each: Connect to Existing Manhole; Traffic Control; Erosion Control; Trench Safety Plan; Material Testing; Payment, Performance and Maintenance Bonds; and all appurtenances for Construction of 8 inch Sanitary Sewer Line.

Proposal shall be accompanied by a cashier’s check or certified check upon a national or state bank in an amount not less than five percent of the total maximum bid price, payable without recourse to the City of Wilmer or a bid bond in the same amount from an acceptable surety company, as a guarantee that the bidder will enter into a contract and execute a performance bond and payment bond within ten days after the notice of award of contract to bidder.

The successful bidder must furnish a performance bond and a payment bond on the forms provided in the amount of 100 percent of the contract price from an approved surety company holding a permit from the State of Texas to act as surety or other sureties acceptable to the City and at completion of project provide a one year maintenance bond to the City.

The successful bidder must furnish references upon request, a financial statement upon request, and a certificate of General Liability Insurance, Workers Compensation Insurance and Owners Protective Liability Insurance prior to a work order being issued.

Contractor shall furnish Lien Release from all suppliers, subcontractors or any other person, firm or corporation having furnished labor, material or both in the performance of this contract.

The right is reserved, as the interest of the City may require, to reject any and all bids, to waive any informality in bids received, and to select bids best suited to the City’s interest.

A maximum of 60 calendar days will be allowed for construction.

Plans, specifications, and bidding documents may be obtained from the City Secretary’s Office at the City Hall, beginning at 10:00 a.m. on October 15, 2019, upon deposit of Ten Dollars ($10.00) per set, which sum so deposited will not be returned, unless all bids are rejected by the City Council.  A copy of Standard Specifications for Public Works Construction ‑ North Central Texas COG Specification books, and amendments may be viewed at the City or may be purchased at NCTCOG in Arlington.

A prebid conference will be held at City Hall on October 22, 2019, at 10:00 a.m.
