"We look on the side of the street, we see signs of individuals saying you know this and that and you know that if you give them money whether you're helping them to give them a hand-up or you're helping them to give them a hand-out. Whether they're headed to the nearest liquor store after you give them some money or not. I feel like we all individually make that decision based on our own intuition."
