Ferris landfill applies for human waste permit

FERRIS - After a long history of controversies between Skyline Landfill and various organizations in the city of Ferris, another has recently risen with a filing the landfill submitted to the Texas Natural Resource Conservation Commission for authorization to put domestic wastewater treatment plant sludge on 358 acres of the landfill.
The company, a division of Waste Management Inc., is located at 1201 N. Central Ave., north of Ferris, on the west side of old U.S. Highway 75.
Landfill property is mostly in Ferris (Ellis County) city limits, but also extends into Dallas County.
'This [human waste] is not part of their contract with the city of Ferris,' said Burnett. 'It's not trash.'
Burnett said he feels the landfill should have to come before the council concerning the waste dumping, and doesn't agree with the lack of notification being made to residents surrounding the site.
He said in the first application in 1995, residents within 800 feet were notified, but now those only within 750 feet have been notified, and a whole row of homes are in the 800 feet boundary. He doesn't know if the rules of TNRCC have changed since then.
Burnett also claimed Skyline had been dumping waste material from Trinity River Authority since 1999, with only a temporary permit in a holding pond good for 180 days.
Other sources reported several acres of the trash in the landfill has not been covered in a timely manner, as required by their permit and contract with the city.
Calls made to Skyline manager John Bernat and Ferris Mayor Jimmy Birdwell were not returned as of press time.
The application was received by TNRCC on June 6 and declared to be administratively complete on Nov. 13. Interested parties have 30 days from Nov. 28 to review the application (Registration Number 710865) and provide written comments to LaDonna Castanuela, Chief Clerk (MC-105), P.O.
