WAXAHACHIE — Susan Brown, 46, of Doyline, La. filed a complaint Aug. 3 with the Ellis County Sheriff's Office alleging John Seazel of 3511 FM 878 sold her two Arabian horses he did not own.
Brown said she purchased the horses from Seazel over the Internet, but after she paid for the horses and accepted delivery, Seazel failed to provide her the registration papers in a timely manner.
Brown later made a connection over the Web with Sandra Heismann, a Tennessee resident. Heismann claimed Seazel was in the process of buying the horses from her and no right to sell them to Brown.
Investigators asked the Ellis County District Attorney's Office to make a determination whether this incident was a civil case or a criminal matter. The report was later rewritten and classified as fraud.
