Notice is hereby given that a regular meeting of the Ellis County Commissioners Court will be held on Monday,

2.1 Presentation by Tristem, Inc. regarding analyzing utility and telecommunication billing for potential refunds, to determine eligibility for lower rates and, if necessary, assist the County with the negotiation of new or modification of existing contracts with the County’s current utility and telecommunication providers.

2.5 Consideration and action to receive an Energy Efficiency Grant presented by Paul Hernandez of Oncor Electric Delivery Company in the amount of $24,442 to be used to offset cost of two new energy efficient chillers recently installed at the Ellis County Detention Center.

2.6 Consideration and action to approve the certification of a Local Initiative Project (Emissions Enforcement Program) with the Texas Commission on Environmental Quality from September 1, 2011 through January 30, 2012.

2.7 Order providing for the issuance and sale of Ellis County, Texas General Obligation Refunding Bonds, Series 2011; levying a tax in payment thereof; authorizing the execution and delivery of a purchase agreement, a paying agent/registrar agreement and an escrow agreement; calling certain obligations for redemption; and enacting other provisions relating thereto.

2. 10 Consideration and action to approve a renewal of the salary supplements to the justices on the Tenth Court of Appeals in the amount of $1,632 for fiscal year 2011-2012.

RECESS TO CONVENE TO EXECUTIVE SESSION
EXECUTIVE SESSION
“The Commissioners Court of Ellis County reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Texas Government Code 551, or to seek the advice of its attorney and/or other attorneys representing Ellis County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551 or as otherwise may be permitted under 551.”
3.1 Pursuant to Section 551.072 of the Government Code, consultation with counsel regarding the possible sale or lease of real property “if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.”
