Animal control beefs up enforcement

                FERRIS – Misty Clark is loaded with new state laws designed to enforce animal control ordinances.

The recently appointed officer who handles animal control for the City of Ferris, Clark said she has been enforcing the Health and Safety Code Title 10, Chapter 821 passed in September of last year for the “Unlawful restraint of a dog.”

 I have been receiving several phone calls including the city of Dallas SPCA on about people tying dogs up with chains," said Clark.

The code reads that any "restraint" means a chain, rope, tether, leash, cable or other device that attaches a dog to a stationary object or trolley system.

If a person knowingly commits the offense and fails to comply within 24 hours of the time the owner is provided with the statement they will be subject to a Class C misdemeanor, in effect, a fine.
