Note: This article was submitted to press before the City of Garrett responded via e-mail. Robert McCumsey said his list of citations (below) were for all citations, not just moving violations, though The Ellis County Press requested for moving citations.

FERRIS – Chief Michael Braly abruptly resigned Monday night after reportedly complaining about micromanaging by the city council, sources at City Hall said.
Braly, who said he would be seeking a job at the Irving Police Department, could not be reached for comment as of press time, but sources allege numerous incidents in the past several weeks of driving the former south Texas-area cop to leave when he reportedly couldn’t get help controlling the department.
Among those allegations listed in documents The Ellis County Press submitted open records requests for, the FPD reportedly had an officer:

Allegedly bragged about taking a photo of a woman topless as he patrolled the neighborhood and then showing fellow officers and supervisors;
This newspaper also requested dozens of documentation regarding separate incident reports about Ferris dog catcher Robert McCumsey, who was alleged to have written citations to motorists when his job de scri ption did not call for that; one councilman said he questioned why McCumsey’s animal control vehicle reportedly had city decals stripped in exchange for light bars and police scanning equipment, the sources said.
As of press time, the Ferris, Garrett and Ennis police departments did not return requests for information about unrelated and separate incidents allegedly involving McCumsey, but a search for moving violation citations written by McCumsey produced statistics the licensed peace officer wrote 15 tickets since October of last year.
Because McCumsey’s job de scri ption does not stipulate writing moving violation tickets, it is unclear whether fines and fees collected off those citations would be rendered null and void. McCumsey’s citation record is as follows:

Ofc. McCumsey has every right to exercise his rights as an officer. Let's keep in mind, that the previous animal control officer Jeremy Nowlin also wrote citations, and he was not a sworn officer! Let's also keep in mind, that the building inspector for the city Tim Rawlins can issue citations for violations in his scope of duty. In saying that, Ofc. McCumsey has every right to issue citations for city ordinance violations. Above all, what is the motivation of all this. Did someone get mad and go on a power trip and cry to the news paper because they thought the dog catcher was not allowd to issue citations, or did one of their friends get mad and want to get even. Grow up people. The city has bigger issues to worry about! Furthermore, even if his job de scri ption clearly stated he was not to exercise his police power, in which, from what I heard Ofc. McCumsey does not have specific SOP's describing his duties while at work, pertaining to police work, that is, while on patrol, the very few citations that were issued, and violation still occured in the view of a police officer, therefore the transportation code to back him up! I am a officer, I know many other agencies that use a TCLEOSE certified ACO and the benefit is outspoken. Ferris council likes to control their employees like puppets. Above all, how did the newspaper have knowledge of certain circumstances that only the internal employees would know, meaing something that is not public record..... Looks to me someone is a snitch!. And what does it matter where Ofc. McCumsey came from, he's here now, obviously he left there for his own reasons, I don't blame him after knowing how former chief Scott Lynch treated his co-workers. Who would want to work in that envirnoment. The current chief is doing a much better job!!

i believe that FPD holds McCumsey as a Non-Paid police officer (RESERVE) on top of McCumsey being a Dog Catcher. Its too bad the cheif of police had to all of the sudden leave. From what was heard, he was a good cheif. Sounds to me like the city council and other members of upper management need a RE-VAMP.

Is Officer Robert McCumsey the same Robert McCumsey that used to work for the Palmer Police Department??? If he is, what happened to him at Palmer that makes him moved to Ferris??? And did I hear that he used to work for Ferris before he moved to Palmer??? Duuhhhhh am getting confused here!!!
