Notice of Public Hearings

NOTICE IS HEREBY GIVEN TO ALL INTERESTED PERSONS, THAT:

A public hearing will be held by and before the City Council of the City of Hutchins, Texas on the 21st day of October 2013 at 6:30 p.m. in the City Council Chambers of City Hall of the City of Hutchins, 321 Main Street, Hutchins, Texas, for all persons interested in a proposed Reinvestment Zone.  At said time and place, all such persons shall have the right to appear and be heard.  

The City of Hutchins, Texas proposes to institute a Reinvestment Zone within said city to include the following described territory, to-wit:

REINVESTMENT ZONE 

BEING a 96.6949 acres tract of land situated in the Benjamin Matthews Survey, Abstract No. 899 and the George Marshall Survey, Abstract No. 984, City of Hutchins, Dallas County, Texas, and being a portion of that certain tract of land conveyed as Tract 6 by Santa Fe Pacific Realty Corporation to SF Pacific Properties, Inc. by deed recorded in Volume 90002, Page 1496, Deed Records, Dallas County, Texas and being more particularly described as follows:

COMMENCING at a 1/2 inch iron rod found in the northwesterly line of Cleveland Road (40 foot wide) at the East corner of Ma’Loy Properties Addition, recorded in Volume 86147, Page 3884, Deed Records, Dallas County, Texas, said point being the southernmost corner of a 1.7202 acre tract of land conveyed by 1065 Acres Limited Partnership to Carroll Merlick by deed recorded in Volume 98060, Page 2550, Deed Records, Dallas County, Texas, Texas; thence northeasterly along Cleveland Road and being with a curve to the right having a central angle of 13 degrees 38 minutes 58 seconds, a radius of 258.70 feet, and a chord bearing North 47 degrees 05 minutes 58 seconds, a radius of 258.70 feet, and a chord bearing North 47 degrees 05 minutes 35 seconds East, an arc distance of 61.63 feet to a’’/2 inch iron rod found at Merlick’s east most corner and for the PLACE OF BEGINNING of the herein described property:

THENCE in a northwesterly direction along Merlick’s northeasterly line and being along a line 60 feet easterly of and parallel to the westerly lines of said Tract 6 as follows:

North 30 degrees 13 minutes 08 seconds West leaving the northwesterly line of Cleveland Road, a distance of 111.86 feet to a ‘/2 inch iron rod found for corner;

North 26 degrees 05 minutes 26 seconds West, a distance of 52.93 feet to a1/2 inch iron rod found for corner; North 25 degrees 31 minutes 45 seconds West, a distance of 96.48 feet to a ‘/2 inch iron rod found for corner; North 24 degrees 08 minutes 32 seconds West, a distance of 358.75 feet to a 5/8 inch iron rod found for corner;

THENCE North 32 degrees 21 minutes 15 seconds West, continuing along Merlick’s said northeasterly line, a distance of 259.07 feet to a1/2 inch iron rod found at Merlick’s northernmost corner;

THENCE South 57 degrees 39 minutes 00 seconds West passing at 60.0 feet an eight (8) inch elm tree in an old fence line and continuing in all, a distance of 77.18 feet to a point in a small stream for corner;

THENCE generally in a southeasterly direction along the center of said small stream as follows:

South 01 degrees 41 minutes 30 seconds East a distance of 194.03 feet to a point for corner from which a1/2 inch iron rod found for reference bears North 79 degrees 50 minutes 45 seconds East, a distance of 20.0 feet; South 18 degrees 37 minutes 00 seconds East, a distance of 84.45 to a point for corner;

South 33 degrees 46 minutes 28 seconds West, passing at a distance of 1.49 feet to a corner in the northwesterly line of a called 2.3996 acre tract of land conveyed to the Label Corporation by deed recorded in Volume 95193, Page 3841 Deed Records, Dallas County, Texas and continuing in all, a distance of 50.05 feet to a point for corner;

THENCE generally in a southwesterly direction continuing along the center of said small stream as follows:

South 50 degrees 18 minutes 00 seconds West, a Distance of 92.41 feet to a point for corner; South 39 degrees, 47 minutes 22 seconds West, a distance of 85.46 feet to a point for corner; South 59 degrees 35 minutes 26 seconds West, a distance of 97.33 feet to a point for corner; South 61 degrees 27 minutes 15 seconds West, a distance of 71.53 feet to a’/2 inch iron rod found in the northeasterly line of US Highway 75/Interstate Highway 45 (variable in width) at the west corner of said 2.3996 acre tract;

THENCE North 57 degrees 44 minutes 55 seconds west along the northeasterly line of Interstate Highway 45, a distance of 54.40 feet to a 4 inch highway marker found at an angle point for corner;

THENCE North 63 degrees 15 minutes 46 seconds West continuing along the northeasterly line of said highway, a distance of 410.87 feet to a 5/8 inch iron rod found at an angle point for corner;

THENCE North 58 degrees 35 minutes 42 seconds West continuing along the northeasterly line of said highway, passing at a distance of 392.08 feet to a 3/4 inch iron pipe found at the west corner of a tract of land conveyed by W.M. Collier to Esma Sears by deed recorded in Volume 5273, Page 520, Deed Records, Dallas County, Texas, and continuing in all, a distance of 1038.76 feet to a point on a broken 4 inch highway marker found at the intersection of said northeasterly line with the easterly line of Southern Pacific Railroad right-of-way (190 feet wide at this point);

THENCE North 26 degrees 31 minutes 15 seconds West along the east line of Southern Pacific Railroad right-of-way, a distance of 729.00 feet to a rail road spike found at the south corner of a called 1.276 acre tract conveyed to the City of Hutchins by deed recorded in Volume 71115, Page 2682, Deed Records, Dallas County, Texas;

THENCE in a northeasterly direction along the southeasterly line of City of Hutchins Tract as follows: North 59 degrees 47 minutes 54 seconds East, a distance of 73.01 feet to a 3/8 inch iron rod found for corner; North 46 degrees 40 minutes 20 seconds East, a distance of 108.23 feet to a’/2 inch iron rod found for corner; North 29 degrees 58 minutes 33 seconds East, a distance of 178.78 feet to a’/2 inch iron rod found for corner;

North 03 degrees 37 minutes 00 seconds West, a distance of 95.57 feet to a rail road spike found in the northwesterly line of a tract of land conveyed by G. W. Sears to Frank. J. Brothers by deed recorded in Volume 728, Page 465, Deed Records, Dallas County, Texas, same being the northwesterly line of said Matthews Survey;

THENCE North 59 degrees 59 minutes 42 seconds East along said northwesterly lines, passing at a distance of 1636.7 feet the common north corner of said Matthews and Marshall Surveys and continuing in all a distance of 1906.16 feet to the northwesterly corner of the Fedex Ground Package System Survey volume 2003-164 page 66 of the Deed Records, Dallas County, Texas;

THENCE South 08 degrees 29 minutes 12 seconds East a distance of 1149.07 feet along said Fedex survey to a found 5/8 inch iron rod;

THENCE South 30 degrees 26 minutes 00 seconds East along said Fedex Survey a distance of 1712.12 feet to a found 5/8 inch iron rod in the northwesterly line of Cleveland Road;

THENCE South 59 degrees 43 minutes 02 seconds West along the northwesterly line of Cleveland Road, passing at a distance of 609.52 feet to a’’/2 inch iron rod found at the beginning of a curve to the left;

THENCE Southwesterly and with said curve to the left having a central angle of 05 degrees 46 minutes 49 seconds, a radius of 258.70 feet, and a chord bearing South 56 degrees 45 minutes 38 seconds west a distance of 26.09 feet, an arc distance of 26.10 feet to the PLACE OF BEGINNING and containing 4,212,032 square feet or 96.6949 acres of land more or less.

The purpose of the reinvestment zone is to contribute to attract major investment to the City of Hutchins for the purpose of creating affordable housing and expanding the tax base.
