Notice of Public Hearings

NOTICE IS HEREBY GIVEN TO ALL INTERESTED PERSONS, THAT:

The City of Hutchins, Texas proposes to institute a Reinvestment Zone within said city to include the following described territory, to-wit:

REINVESTMENT ZONE 

DESCRIPTION, of a 82.129 acre tract of land situated in the Thomas Freeman Survey, Abstract No. 453, in the City of Hutchins, Dallas County, Texas; said tract being all of that tract of land described in Special Warranty Deed to David J. Disiere, Carrington Shaw Investment Company, L.P., Jeffrey G. Shaw and John H. Aldrich recorded in Instrument Number 200600313171 of the Official Public Records of Dallas County, Texas; said 82.129 acre tract being more particularly described as follows:

BEGINNING, at the intersection of the southeast right-of-way line of Cleveland Road (a 40-foot wide right-of-way) and the northeast right-of-way line of Cleveland Road Extension (a 60-foot wide right-of-way) as described in Right-Of-Way Dedication Deed to the City of Hutchins recorded in Volume 2003164, Page 76 of said Deed Records;

THENCE, North 59 degrees, 04 minutes, 19 seconds East, along the said south line of Cleveland Road, a distance of 3,068.65 feet to a 5/8-inch iron with “BGT” cap found for corner, said point being the westernmost southwest corner of that tract of land described in Warranty Deed to Ronald Jay Moore recorded in Instrument Number 201000127134 of said Official Public Records;

THENCE, along the southwest line of said Ronald Jay Moore tract, the following five (5) calls:

South 34 degrees, 01 minutes, 08 seconds East, a distance of 194.65 feet to a 1/2-inch iron rod found for angle point;

South 38 degrees, 12 minutes, 20 seconds East, a distance of 111.26 feet to a 1/2-inch iron rod found for angle point;

South 51 degrees, 35 minutes, 29 seconds East, a distance of 503.30 feet to a 1/2-inch iron rod found for angle point;

South 63 degrees, 36 minutes, 38 seconds East, a distance of 112.20 feet to a 1/2-inch iron rod found for angle point;

South 77 degrees, 30 minutes, 33 seconds East, at a distance of 102.72 feet passing the south corner of said Ronald Jay Moore tract and the west corner of that tract of land described in Warranty Deed to Fin and Feather Club of Dallas recorded in Instrument Number 201000127138 of said Official Public Records, continuing in all a total distance of 344.84 feet to a 5/8-inch iron with “BGT” cap found for corner; said point being in the north line of that tract of land described in Warranty Deed to Fin & Feather Club of Dallas, Inc. recorded in Volume 2003244, Page 4839 of said Deed Records;

THENCE, South 59 degrees, 03 minutes, 37 seconds West, along the north line of said Fin & Feather Club of Dallas, Inc. tract, a distance of 700.34 feet to a 1/2-inch iron rod found for corner; said point being the west corner of said Fin & Feather Club of Dallas, Inc. tract; said point also being in the northeast line of that tract of land described in Special Warranty Deed to Keller-Northrup, Inc. Liquidating Trust recorded in Volume 83196, Page 5830 of said Deed Records;

THENCE, North 31 degrees, 06 minutes, 55 seconds West, along the said northeast line of the Keller-Northrup tract, a distance of 59.83 feet to a 1/2-inch iron rod found for the north corner of said Keller-Northrup tract;

THENCE, South 59 degrees, 06 minutes, 52 seconds West, along the said north line of said Keller-Northrup tract, a distance of 2,059.98 feet to an angle point; said point being the north corner of Valley View, First Section, an addition to the City of Hutchins, according to the plat recorded in Volume 51, Page 17 of the Map Records of Dallas County, Texas;

THENCE, South 59 degrees, 02 minutes, 47 seconds West, along the said north line of Valley View, First Section addition, passing at a distance of 840.69 feet a 1/2-inch iron rod found at the intersection of the northeast right-of-way line of Crest Ridge Road (a 50-foot right-of-way) and the southeast line of said David J. Disiere, Carrington Shaw Investment Company, L.P., Jeffrey G. Shaw and John H. Aldrich tract, continuing in all a total distance of 1,011.74 feet to an angle point; said point being the north corner of Lot 2, Block M, Days Inn of America Addition, an addition to the City of Hutchins, according to the replat recorded in Volume 78192, Page 2242 of said Deed Records;

THENCE, South 58 degrees, 55 minutes, 11 seconds West, along the northwest line of said Lot 2, a distance of 215.37 feet to a 1/2-inch iron rod with “Brittain & Crawford” cap found for corner in the said northeast line of Cleveland Road Extension;

THENCE, along the said northeast line of Cleveland Road Extension, the following seven (7) calls:

North 31 degrees, 01 minutes, 23 seconds West, a distance of 14.99 feet to a 1/2-inch iron rod with “Brittain & Crawford” cap found for corner; said point being the beginning of a tangent curve to the right;

Northerly, along said curve to the right, having a central angle of 39 degrees, 31 minutes, 45 seconds, a radius of 470.00 feet, a chord bearing and distance of North 11 degrees, 15 minutes, 31 seconds West, 317.87 feet, an arc distance of 324.26 feet to a 1/2-inch iron rod with “Brittain & Crawford” cap found for the end of said curve;

North 08 degrees, 30 minutes, 22 seconds East, a distance of 240.95 feet to a 1/2-inch iron rod found for corner; said point being the beginning of a tangent curve to the left;

Northerly, along said curve to the left, having a central angle of 39 degrees, 25 minutes, 06 seconds, a radius of 530.00 feet, a chord bearing and distance of North 11 degrees, 12 minutes, 12 seconds West, 357.48 feet, an arc distance of 364.63 feet to a 1/2-inch iron rod with “Brittain & Crawford” cap found for the end of said curve;

North 30 degrees, 54 minutes, 43 seconds West, a distance of 175.00 feet to a 1/2-inch iron rod with “PACHECO KOCH” cap set for corner;

North 14 degrees, 05 minutes, 17 seconds East, a distance of 35.35 feet to a 1/2-inch iron rod with “PACHECO KOCH” cap set for corner

North 30 degrees, 54 minutes, 43 seconds West, a distance of 10.00 feet to a 1/2-inch iron rod with “PACHECO KOCH” cap set for the POINT OF BEGINNING;

CONTAINING, 3,577,540 square feet or 82.129 acres of land, more or less.

The purpose of the reinvestment zone is to contribute to attract major investment to the City of Hutchins for the purpose of creating affordable housing and expanding the tax base.  

A public hearing will be held by and before the Hutchins Economic Development Corporation of the City of Hutchins, Texas on the 15h day of July 2013 at 6:30 p.m. in the City Council Chamber of City Hall of the City of Hutchins, 321 Main Street, Hutchins, Texas, for all persons interested in the above Reinvestment Zone.  At said time and place, all such persons shall have the right to appear and be heard.
