"When the Holy Spirit prompts us to speak the truth in love (as we are commanded to do) but we are inhibited and hold back, we need to find out where our conscience has been violated.

I John 3:21-22 "Beloved, if our heart condemn us not, then have we confidence  (grk: faith and trust in God/freedom of speech) toward God.  And whatsoever we ask, we receive of him, because we keep his commandments (have a clear conscience), and do those things that are pleasing in his sight (one being we can speak the truth in love)."

Act 23:1 "And Paul, earnestly beholding the council, said, Men and brethren, I have lived in all good conscience before God until this day."

Act 24:16 "And herein do I exercise myself, to have always a conscience void of offence toward God, and toward men."
