The winners were Kate Cocran, Hanna Slpan and Emilie Noble. Jeff Smith spoke on issues he has with the city attorney and Judge Roy Vaughn. His issues, he feels, have not been met within a forth coming way by the council. The council tabled a proposal by HILCO's proposal for an increase of street rental fees by one percent. It will consider the item at the next meeting with more information from HILCO. The council watched a slide show report of the design and construction of water treatment plant number two and agreed to a formalized negotiation with a contractor at risk for the completion of phase two. A consideration was passed and acted upon to award modification number one to an engineering service agreement for design and related professional service for the North Ninth Street water line extension and railroad crossing permit. This agreement will allow a four inch water line to be added from Avenue B along North Ninth Street up to North Ninth Street's junction with U.S. Highway 67. The meeting was adjourned after no new business was added and no closed meeting was held.
