Dr. Adam Arredondo, a physician who currently sees inmates in the county jail, was appointed by County Judge Chad Adams as the Local Health Authority last week. Troy Willmon, a former Adams campaign volunteer and licensed police officer, was named to the Emergency Management Coordin-ator's top post two mon-ths ago. Together, the two will work with local law enforcement agencies and fire departments to devise a plan in case this county is hit with a terrorist threat. Arredondo is working as a volunteer, Adams said, and was sworn in officially last Tuesday during an Ellis County Commis-sioners Court meeting. The hiring of Wil-lmon has come under scrutiny because of his previous employment with the Ellis County Sheriff's Department and the Red Oak Police Department.
