The meeting is set for 7 p.m. at Shields Elementary, at 205 W. Ovilla Road. The agenda calls for an open discussion, or question and answer period. The panel suggests the following items for the discussion: n Utilities - Water (irrigation meters, master meter ordinance, electronic meters, rates, wholesale water) and sewer (rates, TRA Red Oak Plant) n Public Works (organization, roads, sidewalks, meter reading, parks, Right-of-way maintenance, building inspections, animal control) n Police (organization, staffing, equipment, services, dispatch, jail, code enforcement) n Fire (organization, staffing, equipment, services, ambulance) n Finance (budget, bonds, bank balances, service fees) n City Secretary (property taxes, records administration, planning and zoning, board of adjustments, master plan) n City Manager (role and responsibilities, city charter, municipal court) n Mayor and Council (role and responsibilities, economic development, lawsuits, recall) Several members of the council were targeted in a recent recall drive, while Glenn Heights City Manager Dennis McDuffie drew fire and instigated a rash of employee and volunteer resignations by firing former Glenn Heights Fire Chief Mike Burgett without notice.
