The Ellis County Press: Osborn attacks Miller for not filing report Osborn attacks Miller for not filing report ================================================================================ Editor on 11/09/2000 00:00:00 WAXAHACHIE - Dr. Charlie Osborn, chairman of the Ellis County Democratic Party and president of the Texas Democratic County Chairs Association, filed a complaint against Jackie Miller, Sr. with the Texas Ethics Commission on Nov. 2. Miller was a republican candidate for County Commissioner in Ellis County. The complaint stems from Miller's alleged failure to file a Statutory mandated Financial Disclosure Report with the Ellis County Elections Administrator due Oct. 30. 'This constitutes a criminal offense of a Class C Misdemeanor with punishment of a $100 per day fine for each day delinquent,' according to Dr. Osborn's press release. 'Mr. Miller has not filed the report as of noon Nov. 2, 2000, and this is a blatant disregard for state laws in my opinion.' The Democratic leader is asking the Texas Ethics Commission to force Miller into compliance and assess the daily fine for every day he is delinquent. 'There are reasons for those financial disclosure statements that allow public access to campaign finances,' said Dr. Osborn, 'and to disregard that law is to disregard the voters rights and access to public records.'
