WAXAHACHIE - An Ellis County grand jury has issued an indictment relating to
indecency with a child charge against Joaquin Castro Castelan, 27, Ennis.
Castelan was observed engaging in lewd behavior outside a window of a classroom
of students at St. John School in Ennis.
